3rd DUI restricted driver license eligibility

Question: A friend of mine got his 3rd dui in Van Nuys, CA. When can he get a 3rd DUI restricted driver license and is that even possible?  I have read a lot of DUI cases here and it seems there are a few answers, saying after 90 days and after 6 months and even 2 yrs and some saying that it is impossible…?  He worries about driving to and from work and be so stressed out about penalties if he is pulled over.  So if it is possible he would like to get some kind of license so he can get to work without spending so much money on taxis or relying on me to drive him there.
Answer: It may be possible for him to get a IID restricted license after 6 months based on his Van Nuys 3rd DUI conviction. If there was a refusal or probation violation conviction or finding from court or DMV, then he would not be eligible for the DUI IID restricted license after 6 months.
Do you know if your friend was on probation for his 2nd DUI when he was arrested for this current 3rd DUI?
Also, your friend is correct in worrying about driving with a suspended license.  If he gets pulled over the officers can cite him for a VC 14601.2 which is driving on a suspended license.  If he gets hit with a driving on a suspended license (and probation violation) then things could get a lot worse, including more jail time amongst other penalties. Even if he had to spend a little money to have an attorney assist him with getting the restricted license (if he is eligible) it would be money well spent.
In the event he does get a driving on a suspended license charge, it is a good idea to have an attorney represent him to mitigate potential consequences, but a preventative measure would be to have him get a restricted license as soon as possible and not to drive until he gets that.
